봄은 전통적으로 은행들이 특별 금리를 제시하는 시기지만, 현재의 저금리는 고객 유치를 위해 은행들이 혈투를 벌이고 있다는 것을 보여줬다. 뉴질랜드 중앙은행(RBNZ)이 기준금리를 기대한 대로 변동없이 기존의 1.75%를 유지하고 향후 2년간 이 수준을 유지하기로 결정한 이래, 시중 은행들이 침체된 융자시장 규모를 타파하기 위해 작은 마진마저 포기하면서 (대출 세일) 활동을 강화하고 있다. 

Spring is traditionally the time when banks released interest-rate specials, but the current low rates showed they were in a fight for customers. Since the Reserve Bank (RBNZ) has as expected left the Official Cash Rate (OCR) unchanged at 1.75% and RBNZ expects to keep the OCR at this level through 2019 and into 2020, the registered banks are trying to stimulate activity so they are giving up a bit of margin to get a crack at the small volume of lending around.

11월11일, 뉴질랜드 국내 최대규모인 ANZ은행은 주요 시중 은행으로서는 2차 세계대전 이래 최저 금리인 1년 고정금리 3.95%를 선보였다. 게다가 신규 주택융자 대출고객에게는 3년간 고객신분을 유지해주는 조건으로 3천불을 현금으로 돌려주는 파격적인 조건을 내걸었다. ANZ은행이 제공한 기록적인 최저 금리수준에 맞춰 ASB은행도 1년 고정금리를 3.95%로 낮추며 최근의 은행간 모기지 전쟁 대열에 합류했다. BNZ은행도 11월12일, 2년 고정금리를 역사적인 3.99%로 내리고 뜨거워진 시중은행간의 모기지 전쟁에 불을 지폈다. Westpac은행 역시 곧 ANZ은행이 제시한 1년 고정금리 3.95%를 맞추겠다는 발표를 할 것으로 알려졌다. 인하된 이자율은 신규와 기존 주택융자건 모두에 적용된다.

ANZ - the nation's largest bank - offered the lowest rate by a major bank since just after World War II with a fixed one-year term of 3.95 per cent. It then followed this up by offering a $3000 cash back incentive for customers, who took out a new home loan and committed to keeping their mortgage with ANZ for three years.

ASB has joined the fray in the latest round of mortgage rate wars - dropping its one year fixed rate to match the record low 3.95 per cent offered by ANZ. 

On 12 November, the Bank of NZ dropped its two-year fixed interest rate to a "historic" 3.99 per cent as it returned fire in a burgeoning mortgage war between the country's lenders. Westpac has also announced it will match ANZ's offer of a one-year fixed rate at 3.95 per cent. The reduced rate is available for new and existing home lending.

• 새로 나온 저금리의 수혜자가 되기 위해 현재의 모기지 계약을 해약할 지 여부를 알기 위해 모기지 브로커나 거래 은행에 연락해 상담할 필요가 있다.  

• 그들은 기존 모기지 융자금의 조기 상환에 따른 비용(벌금 등) 규모를 알려줄 것이다.
• 그러고 나면 그 비용이 상환이자 감소로 절약되는 금액에 더해질 건지 여부를 계산할 필요가 있다. 그러나 비용이 (제법) 크다면 주택 융자금에 합산한 후 총합에 대한 이자를 갚아야 한다는 것을 알라.
• 대부분의 사람들은 자신들이 기존의 모기지 계약을 해약하면 손해를 볼 거라고 알고 있을 것이다. 그러나 그 전문가들은 현금을 절약하는 도움을 줄 수 있기 때문에 모기지 브로커나 은행에 전화할 가치가 있다. 

Should you refinance?
• To check whether it's worth breaking the contract on your current home loan to take advantage of the new low interest rates, you'll need to ring your mortgage broker or bank
• They'll tell you how much your fee is for ending your home loan contract early
• You need to then calculate whether the fee is going to add up to more than the money you will save from reduced interest payments. But beware, if the fee is large, you may have to add it to your home loan and then pay interest on it as well
• Most people will find they either save no money or lose money if they break their contract. However, it’s worth calling your broker or lender because the odd person will be able to save cash.

시중 은행들의 새로운 저금리는 오클랜드 집값이 사람들이 내 집 마련의 꿈을 접을 정도로 감당하지 못할 수준으로 치솟은 거의 지난 10년간의 기나긴 부동산 호황 후에 나오게 됐다. 부동산 시장의 계속적인 수요하락과 투자자를 타깃으로 하는 정부의 규제가 연중 부동산 매매가격과 판매량을 안정시켰다

The subsequent drop in demand and new Government restrictions targeting investors led prices and sales volumes to then plateau and largely remained flat throughout this year.

그러나 10월에는 가격과 판매량이 반등하기 시작했다. 이러한 부동산 시장의 봄 기운 징후는 은행의 저금리 정책과 결합, 다시 한 번 가격을 반등하게 하는 신규 구매자를 부동산 시장으로 뛰어들게 할 수 있다. 

하지만 주요 은행들이 내놓는 모기지 특별금리는 주택가격의 20%를 예치금으로 낼 수 있는 여력을 가진 주택 구매자에게만 이용 가능하다. ANZ, BNZ, Westpac은행 등이 내놓은 최저금리는 자기 부동산 가격의 최소 20%의 예치금을 가진 주택 구매자들에게만 이용 가능하다.

The low rate specials offered by ANZ, BNZ and Westpac are only available to home owners with a deposit or 20 per cent equity stake in their homes.

뉴질랜드 중앙은행은 모든 대출 기준이 자기자본 비율 20%를 넘었던 2013년에 주택담보 대출비율(LVR)을 도입했다. LVR은 투자 부동산에 대한 융자에 대해 더욱 엄격하다. 이 분야의 High-LVR융자는 부동산 가격의65%(35% 예치금) 이상을 빌려주는 융자이며 은행의 신규 융자규모 중 5%에 불과하다. 반면, 주인이 사는 (실수요) 융자란 융자받은 이가 살거나 홀리데이 홈으로 사용하는 주택에 대해 모기지를 빌리는 융자다. 실수요자에 대한 High-LVR융자는 부동산 가격의80% (20% 예치금) 이상을 빌려주는 융자이며 은행의 신규 융자 전체 규모 중 15%를 차지한다.   

The central bank introduced the LVR restrictions in 2013, a time when high LVR loans exceeded 20 per cent of all outstanding loans. 

LVR lending restrictions are tighter for loans secured by investment property. High-LVR loans in this category are those loans that are more than 65% of the property’s value (35% deposit). High-LVR loans can make up no more than 5% of a bank’s total new lending in this category.

Owner-occupier loan is the borrowing secured with a mortgage against residential properties that the borrower lives in or uses as a holiday house. High-LVR loans are defined as those loans that are more than 80% of the property’s value (20% deposit). High-LVR loans can make up no more than 15% of a bank’s total new lending in this category.

그러나 LVR제한이 적용되지 않는 예외가 있다. 새 건물을 짓는 주택 개발업자가 주택건설 초기에 구입하거나 개발업자로부터 (완공 후 6개월 이내) 주택을 사는 경우의 융자다. 생애 첫 주택을 구입하는 뉴질랜드 주택공사(HNZ)의 웰컴 홈 론 프로그램을 이용하는, 예치금이 많지 않은 융자신청자도 LVR정이 면제된다. 또한, ‘물새는 집’을 방지하는 새 건축 규정을 지키기 위해 집수리에 사용되거나, 단열에 관한 임대주택 규정을 지키기 위해 빌리는 융자도 면제대상이다. 이 경우는 자기 집에서 사는 (실수요자나) 주택 투자자 모두에게 적용된다. 

But, some exemptions apply. Loans to people building a new residence are exempt. The borrower must either commit to the purchase at an early stage of construction, or be buying the residence (within six months of completion) from the developer. 

Low-deposit borrowers using the Housing New Zealand Welcome Home Loan scheme to buy their first-home are exempt from the LVR rules. Also, loans are exempt if used for remediation (e.g. weather-tightness issues), to bring a residence up to new building codes, or to comply with new rental property standards (for example, insulation). The exemption applies for both owner-occupiers and residential property investors.
