최근에 발표된 뉴질랜드 부동산중개사 협회(REINZ)의 통계수치는 지난 12월의 주택판매건수가 과거 7년만에 최저 수준으로 (부동산 시장이) 진정추세에 진입한 것으로 보여줬다. 동 자료에 따르면, 주택판매건 수는 전국적으로 2017년 12월 6,117건에서 2018년 12월 5,330건으로 13% 감소한 것으로 나타났다. 특히, 오클랜드는 같은 기간동안 24% 하락(1,765건 => 1,336건)한 것으로 나타났다. 같은 기간동안 주택판매 평균(median)가격은 전국 평균가가 1.5% 오른 56만달러, 오클랜드 평균가는 0.2% 오른 86만2천달러였다. 

 

REINZ figures released recently showed the year ended on a slow note, with the lowest number of residential properties sold for the month of December for seven years. The data showed a 13 per cent annual fall in national house sale numbers, from 6,117 in December 2017 to 5,330 last month. Auckland was particularly hard-hit by low sales last month, with a 24 percent decline between December 2017 when 1765 places were sold, and last month when just 1336 places were sold. According to REINZ, New Zealand's national median house sale price rose 1.5 per cent from December to December to reach $560,000 and Auckland's median rose 0.2 per cent to $862,000.

뉴질랜드도 호주 주택시장과 같은 방향으로 가고 있다고 밀포드 투자자문사의 Frances Sweetman 시장분석가는 말한다. Colelogic 부동산 통계자료에 따르면, 2017년에 최고가를 기록한 시드니와 멜번의 주택가는 각각 11.1%와 7.2% 하락했다. 그녀는 “현재에서 더 이상의 급격한 하락은 기대하지 않지만, 2019년 뉴질랜드 주택시장을 긍정적으로 점치기는 매우 어렵다”고 말한다.  

 

"We're going in the same direction as the Australian housing market," says Milford senior analyst Frances Sweetman of the local market. From a 2017 peak, house prices in Sydney and Melbourne have dropped 11.1 per cent and 7.2 per cent respectively, according to Corelogic data. While Sweetman doesn't expect falls here to be as dramatic as that, she says: "it's very difficult to paint a positive picture of the housing market in 2019."

The three traditional drivers of housing markets were interest rates, population change and confidence, she said. "The big variable is confidence. Interest rates are low and will stay low, migration is tracking down very slowly," she said. "It is almost like this is the early stages of a more negative cycle," she said.

 

그러나, 금년에 국내 주택시장에 영향을 미치는 다른 요소들도 있다, 첫째, 주택구입능력이다. 오클랜드 주택가격은 지난 10년간 2배이상 상승해 내집 마련과 주택수리를 방해하는 걸림돌이 돼왔다. 둘째, 주택투자자에 대한 법규정이다 – 외국인 구매자의 주택구입을 금지시킨 보다 강화된 bright-line 테스트, 임대주택에 대한 보다 강화된 기준과 심지어 자본이득세(CGT)의 확대가능성이 그것이다. 그녀는 “(부동산 투자로) 쉽게 버는 시기는 지나간 것으로 보인다” 고 말한다.  

 

But there were other factors weighing on the local market this year. "The first is affordability. We've seen house prices in Auckland more than double in the last 10 years, which is a major barrier for people buying a new home or upgrading." The second was the regulation on investors - stricter bright-line tests, the foreign buyer ban, higher standards for rental properties and even the possibility of a broader capital gains tax. "It looks like the easy gains have gone," she said. 

 

국제신용평가기관인 피치도 뉴질랜드 주택가격이 최근의 주택가격대비 대출비율인 LVR규정의 완화에도 불구하고 여전히 급락할 수 있다고 경고한다. “우리는 2019-2020년동안 매년 3%정도의 자본이익을 기대한다. 주택공급이 여전히 제한적인데다 저금리가 계속돼 주택수요를 뒷받침하고 있지만 최근 대부분 비거주자(외국인)의 주택구매금지는 (주택시장 활성화)에 장애물로 작용할 것이다”라고 말한다.  

 

Also, international ratings agency Fitch Ratings says New Zealand house prices could still be in for sharp drop, despite the recent softening of the LVR(loan-to-value ratio) restrictions. "We expect only modest gains of 3 percent per year in 2019-20. Housing supply is still constrained and low interest rates will continue to support demand but the recent ban on most non-residents purchasing a house will act as a drag," the ratings agency said.

 

뉴질랜드 중앙은행은 20%미만의 예치금을 내는 (내집 마련하는 실수요자) 신규 고객을 지난해 전체 대출의 15%에서 금년 1월부터 20%로 올려 허용했다. 뿐만 아니라, (내집 마련 목적이 아닌) 주택 투자자들의 예치금 한도도 주택가격의 35%에서 30%까지 인하했다. 

 

The Reserve Bank has eased the LVRs from this January when it will allow banks to increase their lending to borrowers with less than a 20 per cent deposit to up to 20 per cent of total new mortgage lending, up from 15 per cent last year. As well, the deposits investors must have has been eased to 30 per cent of a property's value, down from 35 per cent previously.

Are we heading for a correction? Or are the recent numbers out of Auckland simply indicative of a plateauing market? BNZ's retail network general manager Logan Munro says, “The fact remains that the vast majority of New Zealanders buy houses as homes to live in and intend to hold onto them for many years. The unsurprising fluctuations in the paper value of what will most likely be their biggest asset – won’t have a material impact on their lives."

When the market is active, some people say that it is too hot and will wait until it slows down before buying. When it does slow down they then think of waiting until the slowing down stops. There’s never a right time to buy or sell – as most people buy and sell in the same market. The market is the market and this changes all the time.

 

34년간 부동산 매매회사 바붓 앤 톰슨사에서 부동산 중개사로 근무하다 최근에 은퇴한 Jeff Cate씨도, “지금 주택을 팔고 주택가격이 떨어질 것으로 생각하기 때문에 1년동안 기다리다 시장이 반등하면 부동산 투자에 실패할 수 있다. 그러나, 구매자는 경쟁이 붙어도 부동산시장 진정기에 더 좋은(값싸게) 주택을 살 수 있을 것이다.”라고 말한다.  

 

Jeff Cate, who was an agent with Barfoot & Thompson for 34 years before recently retiring says “Selling now and holding off for a year to buy because you think the market is going to fall could be a mistake if the market picks up again”. He says. "However, as a buyer, you’re probably going to be able to buy a better property in a flat market than you might if competition is higher." 

 

하락하는 부동산 시장에서 고려해야 할 또 다른 포인트는 정부고시가(CV)이다. CV는 부동산의 자본적 가치로서, 특정 시기에 평가된 가치이나 부동산 평가사들은 흔히 구매자가 지불하고자 하는 가격을 반영하지 못한다고 지적한다. 부동산 상승기에 판매자들은 CV보다 높은 가격에 팔기를 기대한다. 부동산 하락기에는 구매자들이  CV보다 낮은 가격에 구입하기를 원한다. 오클랜드  시청에서 (3년마다 평가하는) CV는 현 시장시세를 반영하지 못해 제 값을 받지 못하는 판매자에게 불리하게 작용한다. 주택소유는 자본이나 부의 증대를 위한 최선의 방법이나 (주택)시장이란 부침이 있게 마련이다. 즉, 올라갈 때가 있으면 내려올 때도 있는 법이다. 

 

Another point of contention in a falling market is the CV. CV, sellers often fixated on the capital valuation (CV) of their property. However, the CV is what a property is valued at on a particular day and property professionals frequently note it doesn’t indicate what buyers are willing to pay. In a rising environment market vendors expect to get more than the CV. In a falling market you expect the opposite. The last set of council valuations issued in Auckland, but in many cases, the CVs don’t reflect market value and put vendors at a disadvantage. Owning a home is the best way to gain capital growth, or wealth, but markets do fluctuate, and that means downwards as well as upwards movement.
